 2019/2020學年中國政府獎學金申請辦法

  2019/2020 學年中國政府獎學金生的遴選工作已經開始。凡符合條件的新加坡籍公民均可按規定申請,具體請登錄http://www.csc.edu.cn/studyinchina或www.campuschina.org了解各獎學金項目介紹、受理部門、申請辦法及流程、中國高校介紹等信息。

  一、招生計劃

  2019/2020學年中國政府獎學金計劃在新加坡招生10人。

  二、資助類別、學習期限、授課語言

  資助類別包括本科生、碩士研究生、博士研究生、普通進修生和高級進修生。

  學習期限包括專業學習和漢語補習(預科)的期限,具體如下:

  授課語言:

  1.本科生的授課語言為漢語。開始本科專業學習前,須在指定的預科院校進行為期1學年的漢語和基礎知識學習并考核合格。

  語言能力和基礎知識水平達到以下規定之一者,可申請免修預科教育:以漢語作為學習語言完成中等教育,并附有其畢業學校出具的中等教育階段必修課授課語言為漢語的證明;漢語水平達到錄取院校本科教育入學要求,并附有漢語水平考試(以下簡稱HSK)成績報告復印件(HSK成績報告有效期為兩年)。

  目前,承擔中國政府獎學金本科來華留學預科教育的院校有天津大學、南京師范大學、山東大學、華中師范大學、同濟大學、北京語言大學、東北師范大學、北京第二外國語學院、首都師范大學以及對外經濟貿易大學等十所院校。

  2.研究生和進修生的授課語言一般為漢語,部分學校部分專業可提供英語授課(詳情請登錄http://www.csc.edu.cn/studyinchina 或 http://www.campuschina.org 查閱中國院校和專業介紹)。

  選擇漢語授課且漢語水平未達到專業學習要求的獎學金生,須參加1-2學年的漢語學習,達到錄取院校入學要求后方可開始專業學習,否則無法繼續享受中國政府獎學金在華學習。其中:學習理學、工學、農學、醫學(西醫)、經濟學、管理學、法學和藝術學專業者,漢語學習期限為1學年;學習文學、歷史、哲學和醫學(中醫、中藥)專業者,漢語學習期限不超過2學年。

  選擇英語授課或漢語水平已達到專業學習要求者無需參加漢語補習。

  注: 一類包括:哲學、經濟學、法學、教育學、文學(除文藝類外)、歷史學、管理學;二類包括:理學、工學、農學;三類包括:文學(文藝類)、醫學。

  1.全額獎學金

  ● 學費:包括獎學金生培養、管理以及組織或支持獎學金生開展文體、參觀、聯歡等活動的費用。學費由學校統籌使用。

  ● 住宿費:即為中國政府獎學金生提供免費宿舍或發放住宿費補貼的費用。住宿費由學校統籌使用。按學校規定在校內住宿的,由學校提供免費宿舍,一般為雙人間;經學校批準,選擇校外住宿的,可按月或季度獲得學校發放的住宿費。標準為:

  本科生(預科生)、碩士研究生(普通進修生):700元人民幣/月

  博士研究生(高級進修生):1000元人民幣/月

  ● 生活費。標準為:

  本科生:2,500元人民幣/月

  碩士研究生和普通進修生:3,000元人民幣/月

  博士研究生和高級進修生:3,500元人民幣/月

  生活費由學校按月發放。當月十五日(含十五日)之前到校注冊的,發給全月生活費;十五日以后注冊的,發給半個月生活費;畢業生的生活費發至學校確定的畢業之日以后的半個月;獎學金生在學期間(正常假期除外)因個人原因離華時間超過15天的,其離華期間生活費停發。

  ● 綜合醫療保險(保險內容及理賠程序請登錄http://www.csc.edu.cn/studyinchina 或 http://www.campuschina.org查閱“來華留學生綜合醫療保險簡介及理賠指南”)。

  2.部分獎學金

  提供全額獎學金中的一項或幾項資助。

  四、申請條件及應注意的問題

  1.新加坡籍公民,身體健康;

  2.學歷和年齡要求

  ●學習本科專業者,須具有高中畢業學歷,年齡不超過25 歲;

  ●攻讀碩士學位者,須具有學士學位,年齡不超過35 歲;

  ●攻讀博士學位者,須具有碩士學位,年齡不超過40 歲;

  ●作為普通進修生學習者,須具有大學二年級以上學歷,年齡不超過45 歲;

  ●作為高級進修生學習者,須具有碩士以上學位或副教授以上職稱,年齡不超過50歲。

  3.專業選擇

  申請攻讀經管類本科專業,應具有相應的數學基礎知識;理工類專業應具備相應的數學、物理或化學基礎知識;醫學類專業應具備相應的數學、物理、化學或生物醫學基礎知識。

  申請攻讀研究生層次專業應具備相關學科學習背景。

  五、申請辦法

  (一)網上報名:

  申請人須于2019 年4 月8日前完成網上申請。2019年起不再要求申請人提交紙質申請材料“中國政府獎學金來華留學管理信息系統”操作流程見附件1。

  (二)應填報申請材料

  1.填寫《中國政府獎學金申請表》(使用中文或英文填寫);

  2.網上上傳以下材料

  (1)經過公證的最高學歷證明。如申請人為在校學生,須提交本人就讀學校出具的預計畢業證明或在學證明。

  (2)學習成績單。中英文以外文本須附經公證的中文或英文的譯文;

  (3)來華學習或研究計劃。本科生不少于200 字,進修生不少于500 字,研究生不少于800 字,用中文或英文書寫;

  (4)推薦信。申請攻讀碩士、博士學位者和申請作為高級進修生來華學習者,須提交兩名教授或副教授的推薦信,用中文或英文書寫;

  (5)申請學習音樂專業的學生須提交本人作品;申請學習美術專業的學生,須提供本人2 張素描畫、2 張色彩畫以及2 張其它作品;

  (6)年齡不滿18 周歲的申請人,須提交在華法定監護人的相關法律文件;

  (7)來華學習時間超過6 個月的申請人,須提交《外國人體格檢查表》(見附件2,原件自行保存,此表格由中國衛生檢疫部門統一印制,須英文填寫)。申請人應嚴格按照《外國人體格檢查表》中要求的項目進行檢查。缺項、未貼有本人照片或照片上未蓋騎縫章、無醫師和醫院簽字蓋章的《外國人體格檢查表》無效。檢查結果有效期為6 個月

  3.以下材料如有請上傳

  (1)中國政府獎學金生接收院校出具的預錄取通知書。請申請人提前與獎學金院校留學生招生部門自行聯系取得預錄取通知書。申請截止日前無法提供預錄取通知書將無法保證其志愿院校安排錄取。

  (2)語言能力證明。如HSK 成績報告,雅思或托福成績單。

  六、錄取及通知

  1.中國駐新加坡使館教育處對申請人資格和申請材料進行首輪審核。主要考察申請條件、申請材料是否完整、符合要求,申請人身體狀況、學習成績、申請學習專業、學歷背景、留學計劃、語言水平等,必要時組織面試并將通過審核者向國家留學基金委推薦。

  2.國家留學基金委負責對被推薦人選進行審核。

  3.將審核通過的人員名單及材料轉有關學校研究錄取事宜。國家留學基金委有權根據獎學金資助要求、有關院校的接收能力、專業學制要求及條件等,對申請人所選擇的學校、專業、資助類別、獎學金期限等進行適當調整,并由學校確定錄取結果。對于附有學校預錄取通知書的申請者,國家留學基金委將直接請預錄取院校確認錄取。

  4.獲得獎學金院校確認錄取的申請人,經國家留學基金委批準后即可獲得中國政府獎學金資助來華學習。每名獎學金獲得者只能獲得一個中國政府獎學金項目的資助。

  5.國家留學基金委將于7月31日前將《錄取名單》《錄取通知書》和《外國留學人員來華簽證申請表》(JW201表)寄送中國駐新加坡大使館轉交推薦單位或學生本人。

  6. 獎學金獲得者來華后不得變更《錄取通知書》上的錄取院校、學習專業及學習期限。

  7.不能按錄取期限來華學習者,獎學金資格不予保留。

2019/2020 Chinese Government Scholarship Application


The 2019/2020 Chinese Government Scholarship is now open for application. Online application should be submitted no later than April 8th, 2019. For more information, please refer to http://www.csc.edu.cn/studyinchina or www.campuschina.org.

I. SUPPORTING CATEGORIES, DURATION and INSTRUCTION LANGUAGE


Supporting Categories

Chinese Government Scholarship programs sponsor international students, teachers and scholars to undertake degree studies (bachelor, master and PhD) and Chinese language study or academic research in institutions of higher education in China.


Duration

Chinese Government Scholarship covers both major study and Chinese language (preparatory) study. The table below illustrates the duration of each program.

Instruction Language

1. Undergraduate scholarship recipients must register for Chinese-taught credit courses. They are required to take one-year preparatory courses in one of the 10 universities listed below and to pass the required test before moving on to their major studies.

Undergraduate scholarship recipients can apply for preparatory course exemption if they completed their secondary education in Chinese or have a valid HSK certificate that meets the requirements of the host university. Official documents from secondary schools or a photocopy of a valid HSK certificate must be submitted for a preparatory course exemption application. Please NOTE that HSK results are valid for only 2 years.

Entrusted by MOE, the following 10 universities offer preparatory courses to undergraduate scholarship recipients. They are Tianjin University, Nanjing Normal University, Shandong University, Central China Normal University, Tongji University, Beijing Language and Culture University, Northeast Normal University, Beijing International Studies University, Capital Normal University, and the University of International Business and Economics.

2. Graduate and non-degree scholarship students can register for either the Chinese-taught program or the English-taught program if applicable. Program Search (By visiting http://www.csc.edu.cn/studyinchina or http://www.campuschina.org)can help you find the program and university you're interested in.

Scholarship recipients of Chinese-taught programs without adequate Chinese proficiency must take Chinese language courses for one to two academic years to reach the language requirements of their host universities before moving on to their major studies. Failure to reach the required language proficiency will lead to the automatic termination of scholarship. Chinese language courses will be one year for majors in Science, Engineering, Agriculture, West Medicine, Economics, Management, Legal Studies and Fine Arts, and be no more than two years for majors in Literature, History, Philosophy and Chinese Medicine.

Scholarship recipients of the English-taught programs or those with adequate Chinese language proficiency do not need to take Chinese language courses.

NOTE: Field of Study I includes Philosophy, Economics, Legal Studies, Education, Literature (Fine Arts excluded), History, and Management; Field of Study II includes Science, Engineering, and Agriculture; Field of Study III includes Fine Arts and Medicine.

1. Full Scholarship covers

● Tuition waiver. Tuition funds will be comprehensively used by the host university. It may cover scholarship students’ education, administration costs and expenditures to support student activities.

● Accommodation: free university dormitory or accommodation subsidy.

If the host university requires students to live on campus, the university will accommodate the scholarship students in a university dormitory (usually a twin room); if the host university permits students to live off campus, the university will provide monthly/quarterly accommodation subsidy:

undergraduate students (preppies), master’s students(general scholars): CNY 700 per month;

doctoral students (senior scholars): CNY 1000 per month.

● Stipend:

Undergraduate students: CNY 2,500 per month;

Master’s students/general scholars: CNY 3,000 per month;

Doctoral students/senior scholars: CNY 3,500 per month.

Within the scholarship duration, registered scholarship students will receive a stipend from their host university each month. Students registering on or before the 15thof the month will receive a full stipend of that month. Those who register after the 15thof the month will receive a half stipend of that month. Graduating students will receive stipend until half month after the graduation date. If registered student stays out of China for more than 15 days due to a personal reason (school holidays excluded), his stipend will be stopped during his leaving.

2. Partial scholarship covers

One or some items of the full scholarship.

III. ELIGIBILITY

1. Applicants must be a citizen of a country other than the People’s Republic of China, and be in good health.

2. The requirements for applicants’ degree and age are that applicants must:

● be a high school graduate under the age of 25 when applying for the undergraduate programs;

● be a bachelor’s degree holder under the age of 35 when applying for the master’s programs;

● be a master’s degree holder under the age of 40 when applying for the doctoral programs;

● be under the age of 45 and have a high school diploma (or higher) when applying for the general scholar programs;

● be a master’s degree holder or an associate professor (or above) under the age of 50 when applying for the senior scholar programs.

3. Degree Course Choice

● Undergraduate program: if applying for economics and management courses, the applicants should have corresponding basic knowledge in mathematics; if applying for science and engineering courses, the applicants should have corresponding basic knowledge in mathematics, physics or chemistry; if applying for medical courses, the applicants should have basic knowledge in mathematics, physics, chemistry or biomedical science.

● Postgraduate program: the applicants should have relevant academic background.

IV. Application

1. Online application

Online application should be submitted no later than April 8th, 2019. For Instructions of the Chinese Government Scholarship Information System, please refer to attachment 1.

2. Application Documents

a) Application Form for Chinese Government Scholarship(in Chinese or English).

b) Notarized highest diploma: Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

c) Academic transcripts: Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations.

d) A Study Plan or Research Proposal in Chinese or English. (A minimum of 200 words for undergraduates, 500 words for non-degree students, and 800 words for postgraduates.)

e) Recommendation letters: Applicants for graduate programs or senior scholar programs must submit two letters of recommendation in Chinese or English from professors or associate professors.

f) Applicants for music studies are requested to submit their own works. Applicants for fine arts programs must submit their own works which include two sketches, two color paintings and two other works.

g) Applicants under the age of 18 should submit the valid documents of their legal guardians in China.

h) Applicants planning to stay in China for more than 6 months must submit the Foreigner Physical Examination Form (please refer to attachment 2)completed in English (the original copy should be kept by the applicant. The form designed by the Chinese quarantine authority can be downloaded from http://www.csc.edu.cn/studyinchina or www.campuschina.org). The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months.

Please submit the following documents if applicable

i) Pre-admission Letter from Chinese Government Scholarship universities. Please apply to your target university for the Pre-admission Letter. Candidates holding a Pre-admission Letter will be placed in the host university; those without the Pre-admission Letter should accept CSC’s placement of university.

j) Language qualification certificate. e.g., HSK certificates, IELTS or TOFEL report.

V. PLACEMENT & SCHOLARSHIP CONFIRMATION

1.The Education Office, Embassy of P.R.China in the Republic of Singapore will conduct the first round of review of applicant qualifications and application documents. The first round review will be based on applicant’s eligibility, whether the application documents are complete and meeting the requirements, applicant’s physical condition, academic performance, choice of academic courses, academic background, study plan, language proficiency, etc., and interviews if necessary. The candidates will be recommended to China Scholarship Council(CSC).

2. Application documents of recommended candidates from dispatching authorities will be considered by CSC for eligibility and qualification. Ineligible or incomplete applications will not be considered.

3. Qualified applications will be sent to universities for placement. Based on various factors, such as the different scholarship funding requirements of every country, the host university's teaching capacity, study length and applicants’ criteria, CSC reserves the right to make necessary adjustments/changes to the candidate’s host university, field of study, supporting categories and duration of scholarship. Applications enclosed with the Pre-admission Letter will be sent to the universities who issued that Letter for placement confirmation.

4. After placement confirmation by Chinese universities, scholarship Recipients will get Chinese government scholarships to study in China with approval by CSC. Each scholarship recipient will be granted with no more than one scholarship.

5. CSC reviews the placement results, approves the List of Scholarship Recipients and sends the admission documents to the Chinese embassy or consulate-general before July 31st. The Chinese embassy or consulate-general will send the admission documents (List of Scholarship Recipients, Admission Letter and Visa Application Form for Study in China JW201) to the dispatching authorities or scholarship recipients.

6. Scholarship recipients shall not change their host university, field of study, or duration of study unless they give up the grant.

7. Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline.
